Chord #15 - Bb7 (#11/13)
This dominant voicing has two tensions (the #11 and 13) which implies that a Lydian(b7) scale can be used over it. A practical way of using this voicing in a progression would be playing a two chord vamp of:
I Amin7 / / / I Bb7(#11/13) / / / I
You could use Chord #10 - Amin6/7(9) for the first bar and this Bb7 voicing for the next.
The line example is a combination of two chord shapes arpeggiated and ending with an open E.
